Kravtsovskoye Oilfield in the Baltic Sea

Location – Shelf zone of the Baltic Sea in Kaliningrad region of Russia.

1998. Developing the Environmental Protection volume, which included the project EIA, as part of the detailed design deliverable describing the construction of an appraisal well in Kravtsovskoye offshore field. Several specialized regional scientific and design institutions collaborated with EcoCentre on that project, e.g. Atlant-NIRO, SPO GOIN, Balt-NIIRH, etc.

1999. Developing the Environmental Protection volume, which included the project EIA, as part of the TEOC describing the construction of Kravtsovskoye offshore oilfield facilities. Several specialized regional scientific and design institutions collaborated with EcoCentre on that project, e.g. Atlant-NIRO, SPO GOIN, Balt-NIIRH, etc.
The volume included the reports on Maximum Permissible Emission (MPE) and Discharge (MPD) and Waste Generation and Disposal Limits. We reviewed all sources and types of the project environmental and social impact and provided a description of the baseline (background) condition of the various environmental components. We proposed the impact mitigation and specified recommendations for handling waste, fuels, lubricants and chemicals.

EC proposed and implemented, first ever, a ‘zero discharge’ technique of handling offshore oil production waste.

Project decisions that were made took into account Russia’s international commitments, e.g. Helsinki Convention


The zero discharge meant:

  • All project waste to be shipped ashore aboard service boats (‘skip & ship’).
  • The necessary infrastructure to be created onshore to address the incoming waste.
  • Waste streams to be stringently controlled, their handling to be environmentally monitored.
